The Reds would play a three-game series against Montreal in April at Hiram Bithorn Stadium in San Juan, Puerto Rico, under a plan announced by baseball owners Wednesday.
The owners want the Expos to play three of their 2003 homestands, covering 22 games, in San Juan.
The move is subject to negotiation and needs approval by the Major League Baseball Players Association.
The Reds would play in San Juan April 18, 19 and 20.
Commissioner Bud Selig announced a committee to find a permanent solution for the Expos, who were purchased by the 29 other major-league teams before last season and are operated by the commissioner's office. He also announced the Oakland Athletics and Seattle Mariners will play their season-opening series in Japan.
